A federal appeals court panel blocked President Trump’s White House ballroom in a 2-1 vote on Friday, saying that work must stopexcept for below-ground construction, including installations Trump says are needed for security.
The U.S. Court of Appeals for the D.C. Circuit panel ruled that Congress retains control over funding for development at the White House and had not authorized Trump’s project.
The decision sets up a likely Supreme Court showdown. The panel paused its order for two weeks so the Trump administration can try to seek immediate relief from the justices on their emergency docket.
“We are aware of no instance in American history in which a President unilaterally and using privately collected funds demolished substantial portions of the White House that Congress authorized to be built and American taxpayers paid for. Until now,” the majority wrote. ….

“President Trump cannot continue building the ballroom he planned as a replacement to the East Wing of the White House without explicit approval from Congress, a federal appeals court panel ruled on Friday,” the New York Times reports.
“The ruling, by judges from the U.S. Court of Appeals for the District of Columbia Circuit, dealt a blow to the president’s efforts to press ahead with the project and all but guaranteed that the Supreme Court will decide the ballroom’s fate.”
Hillary Clinton Blasts Trump’s White House Changes
“Hillary Clinton blasted President Donald Trump’s overhaul of the White House in an interview posted Friday, telling podcast host Kara Swisher that Trump’s ‘tackied up’ decor is ‘reminiscent’ of dictator Saddam Hussein’s palaces in Iraq,” CNN reports.
Said Clinton: “It’s sad to me — it’s sad that it’s so tackied up, and it’s a reflection of, you know, his narcissistic personality and his need to feel important, including sticking gold embellishments all over the walls of the Oval Office.”
She added: “This is a man who, his mind apparently goes to, ‘Where can I add more gold?’ instead of, ‘How do I get out of Iran without looking like the loser that I am?’”
