- Russian President Vladimir Putin met with a US delegation in Moscow on the night of January 22 to 23 and agreed to trilateral US, Russian, and Ukrainian working group meetings in Abu Dhabi on January 23 and 24.
- The Kremlin is trying to push Trump to abandon the negotiation process with Ukraine and Europe that he has been leading and to concede to the demands Russia made at the August 2025 US-Russia summit in Alaska.
- The Kremlin is engaged in an informational campaign aimed at Ukraine’s partners that attempts to present control over Donbas as the main issue left to discuss in peace talks, but Russian officials’ statements for domestic audiences have repeatedly confirmed that Russia’s demands go beyond eastern Ukraine.
- Long-term support for Ukraine’s economy and reconstruction is essential for Ukraine’s security, but is not a substitute for robust security guarantees that deter future Russian aggression.
- Kremlin officials indicated that Russia wants to use its assets frozen in the United States to benefit the Russian economy and offset the cost of Russia’s full-scale invasion, as ISW recently assessed.
- The Kremlin is likely preparing to carefully manage the succession plan for Chechen Republic Head Ramzan Kadyrov in order to avoid a tumultuous transfer of power that may result in unrest in Chechnya and divert Chechen resources from the war in Ukraine.

BRUSSELS — The U.S. and EU are hoping to attract $800 billion of public and private funds to help rebuild Ukraine once Russia ends its full-scale invasion, according to a document obtained by POLITICO.
The 18-page document outlines a 10-year plan to guarantee Ukraine’s recovery with a fast-tracked path toward EU membership. The European Commission circulated the plans with EU capitals ahead of the leaders’ summit Thursday evening where the document, dated Jan. 22, was addressed, according to three EU officials and diplomats who were granted anonymity to talk about the sensitive topic.
While Brussels and Washington are lining up hundreds of billions of dollars in long-term funding and pitching Ukraine as a future EU member and investment destination, the strategy hinges on a ceasefire that remains elusive — leaving the prosperity plan vulnerable as long as the fighting continues…..

Negotiators from the U.S., Ukraine and Russia are supposed to be meeting today in the UAE to discuss the latest peace initiatives that no one believes will lead to peace.
Russia hasn’t budged a centimeter off of its maximalist demands. Putin still wants all of Donbas, which includes the cities of Sloviansk and Kramatorsk, and says it’s non-negotiable.
2/ ▪️ One of the documents concerns the complete withdrawal of the Ukrainian Armed Forces from Donbas and includes a financing plan worth $800 billion for the reconstruction of Ukraine.
3/▪️ The second document envisages American security guarantees for Ukraine as well as the deployment of European troops on Ukrainian territory.
▪️ However, there is also a document concerning the sequence of steps: first and foremost, Ukraine must relinquish Donbas.
