Jonathan Lemire: “Trump is tired of the war, which has proved far more difficult and lasted far longer than he had expected. His party is warily watching rising gas prices and falling poll numbers. He doesn’t want to be bogged down in a Middle East conflict like some of his predecessors were. He doesn’t want it to upend his high-stakes summit next week in China. He is ready to move on.”
“But Iran, it seems, does not want the war to come to a close. Or at least not with any sort of outcome that could be acceptable to American negotiators. Trump is now in a bind. The president, five aides and outside advisers told me, is convinced that he can sell any sort of agreement as a win. But at least for now, the man who wrote The Art of the Deal can’t even get Iran to the negotiating table.”
Iran’s Revolutionary Guard navy on Saturday warned that any attack on Iranian oil tankers or commercial vessels would be met with a “heavy assault” on one of the U.S. bases in the region and enemy ships, even as a tenuous ceasefire appeared to be holding.
Iranian state TV reported the warning a day after the United States struck two Iranian oil tankers, casting doubt on the month-old ceasefire that the U.S. has insisted is still in effect. The U.S. military said the tankers were trying to breach its blockade of Iran’s ports.
Meanwhile Bahrain, which hosts the U.S. Navy’s regional headquarters, said it arrested dozens of people it alleged had links to Iran’s Revolutionary Guard.
Washington awaits Iran’s response to its latest proposal for a deal to end the war, reopen the Strait of Hormuz to shipping and roll back Tehran’s disputed nuclear program. And Russian President Vladimir Putin said Moscow’s proposal to take enriched uranium from Iran to help negotiate a settlement remains on the table.

ISW…..Iran Update Special Report, May 9, 2026
- Russia is supporting Iranian efforts to rebuild Iran’s military capabilities during the ceasefire period. Russia is reportedly sending drone components to Iran via the Caspian Sea to help Iran rebuild its offensive capabilities following the war, according to US officials. Russian shipments of drone components to Iran support Iran’s broader effort to restore its missile and drone capabilities ahead of a potential resumption of conflict with the United States and Israel.
- Russia and the People’s Republic of China (PRC) also supported Iranian attacks on US bases during the war. Russia and the PRC both provided Iran with satellite imagery of US and allied bases during the war.
- Iran has not yet responded to the latest US proposal and will likely use any delay in negotiations to continue to rebuild its military capabilities. Iranian Foreign Affairs Ministry Spokesperson Esmail Baghaei stated on May 9 that Iran is still reviewing the US proposal and will “pay no attention to…deadlines.”
