President Trump on Friday threatened to veto a massive $1.3 trillion omnibus spending bill, raising the prospect of a government shutdown.
The president vented his frustration that the measure does not include enough funding for his long-promised border wall between the U.S. and Mexico or protections for young immigrants covered by the Deferred Action for Childhood Arrivals (DACA) program.
“I am considering a VETO of the Omnibus Spending Bill based on the fact that the 800,000 plus DACA recipients have been totally abandoned by the Democrats (not even mentioned in Bill) and the BORDER WALL, which is desperately needed for our National Defense, is not fully funded,” Trump tweeted.
The tweet comes after the White House reassured lawmakers that Trump would sign the spending bill, pleasing leaders in both parties who scrambled to reach a deal before Friday’s funding deadline.
“Let’s cut right to the chase. Is the president going to sign the bill? The answer is yes,” White House budget director Mick Mulvaney said Thursday.
If Trump instead vetoes the measure, it would trigger a government shutdown beginning Saturday. …
The House voted 256 to 167 to approve the bill early Thursday afternoon, less than 24 hours after the spending plan, which stretched 2,232 pages, had been unveiled.
After a scare over whether a fiscally conservative senator might force a brief government shutdown this weekend, along with an unexpected grievance from another senator over the renaming of an Idaho wilderness area, the Senate voted 65 to 32 to approve the bill around 12:30 Friday morning….

…Members of both chambers have departed Washington, thinking they did their job, so an effort to reconvene in the event of a veto would take time, ensuring a shutdown at midnight.
One senior Republican took to Twitter to talk Trump off the ledge.
“While [Democrats] obstructed normal appropriations process, forcing an Omnibus, the benefits of Omnibus to national security, border security, opioid crisis, infrastructure, school safety and fixing gun background check system are important and will save lives,” Senate Majority Whip John Cornyn tweeted….

“Will the president sign the bill? Yes,” he said at the start of a hastily arranged news conference.
Mulvaney and Trump’s legislative affairs director, Marc Short, explained how White House officials never expected to get all their demands since Democratic votes were needed to get the spending bill to Trump’s desk.
But they never said the president understood that….

On the other hand, Republicans in the House of Representatives were more favorable to the spending bill than their Senate brethren [145-90 (3 n/v)], and the Democrats less favorable [111-77 (4 n/v)].
There’s no easy, compact way to summarise the 174 non-conforming votes, but you can check the vote of a particular Representative or state delegation for yourself here:

The only quick analysis I can do is for New England (20D & 1R). In Maine, Chellie Pingree (D) did not vote, while Bruce Poliquin (R) voted for. Of the other 5 states’ all-Democratic delegations, four (2 NH, 1 Vt, 2, RI & 5 Ct) voted for the bill unanimouosly, while Mass. split 5-4 for, the dissenters being Joe Kennedy III, Jim McGovern, Katharine Clark and Michael Capuano (who faces a serious anti-establishment primary challenge by Boston City Councillor Ayanna Pressley).
