ISW...Iran Update, February 18, 2026
- US Military Action Against Iran: An unspecified adviser to US President Donald Trump told Axios on February 18 that Trump is frustrated with the insufficient progress made towards an agreement with Iran. CTP-ISW continues to assess that both sides’ negotiating red lines make reaching an agreement unlikely unless the position of either side changes. Unspecified sources described a weeks-long, joint US and Israeli military campaign targeting Iran to Axios on February 18.
- Iranian Anti-Regime Protests: Some Iranians continued to hold anti-regime protests on February 18 despite the Iranian regime’s brutal crackdown on the recent wave of protests, which emphasizes the deep public frustration and disillusionment with the regime for its refusal to address the people’s grievances. CTP-ISW recorded six anti-regime protests across five provinces on February 18 at memorials that marked the end of the 40-day mourning period for protesters killed by security forces on January 8 and 9. When President Donald Trump convenes the inaugural meeting of his Board of Peace on Thursday, he is expected to run it like one of his Cabinet meetings, a US official told CNN.

However, several key allies are still staying away from membership.
In addition to Trump, Secretary of State Marco Rubio; Trump’s son-in-law Jared Kushner; US Ambassador to the United Nations Mike Waltz; US special envoy Steve Witkoff, former British Prime Minister Tony Blair, who sits on the executive committee for the Board; and High Representative Nickolay Mladenov, who serves as the key link between the board and the Palestinian technocratic committee, are all expected to speak, along with other attendees, according to a senior US official…

U.S. President Donald Trump’s Board of Peace is set to meet for the first time on Thursday in Washington, an early test of whether one of his marquee foreign policy initiatives can gain broad support and advance the shaky ceasefire agreement in the Gaza Strip.
Trump’s ballooning ambitions for the board extend from governing and rebuilding Gaza as a futuristic metropolis to challenging the United Nations Security Council’s role in solving conflicts. Palestinians, including many civilians, are still being killed in near-daily strikes that Israel says are aimed at militants who threaten or attack its forces. Hamas hasn’t disarmed, no international forces have deployed, and a Palestinian committee meant to take over from Hamas is stuck in neighboring Egypt.
“If this meeting does not result in fast, tangible improvements on the ground — and particularly on the humanitarian front — its credibility will quickly crumble,” said Max Rodenbeck, Israel-Palestine Project Director at the International Crisis Group, a global think tank….
