The Greenland framework President Trump and NATO Secretary General Mark Rutte discussed on Wednesday includes the principle of respecting Denmark’s sovereignty over the island, according to two sources briefed on the proposal.
Why it matters: Trump stated numerous times, including earlier on Wednesday, that he’d only take a deal that put Greenland under U.S. control. The deal proposed by Rutte — which Trump said “gives us everything we needed” — doesn’t do that.
Driving the news: In a bellicose speech at Davos on Wednesday, Trump said the U.S. “needs” Greenland but, crucially, wouldn’t use force to take it. He called for immediate negotiations, after deriding Denmark as weak and NATO as ungrateful.
- Trump’s tone was markedly different when he emerged, hours later, from a long meeting with Rutte, in which the NATO chief outlined the proposed framework.
- Trump announced he would not follow through on his threat to impose tariffs on eight European allies on Feb. 1 for opposing his claim to Greenland. And he signaled that if a deal was reached on the terms he and Rutte discussed, the entire Greenland crisis would be over.

Behind the scenes: Two sources with knowledge of Rutte’s proposal said it doesn’t include the transfer of overall sovereignty over Greenland from Denmark to the United States.
- The plan includes updating the 1951 “Greenland Defense Agreement” between the U.S. and Denmark, which allowed the U.S. to build military bases in the island and establish “defense areas” if NATO believed it necessary.
- It also includes sections on increasing security in Greenland and NATO activity in the Arctic, as well as additional work on raw materials, the sources said.
- The proposal also includes language on positioning “Golden Dome” in Greenland and on countering “malign outside influence” by Russia and China.
What they’re saying: “If this deal goes through, and President Trump is very hopeful it will, the U.S. will be achieving all of its strategic goals with respect to Greenland, at very little cost, forever.”….

It does not appear that anything has changed since the 1951 agreement. Trump got nothing (which seems to be the sort of thing james would usually crow over) but of course he will claim he won a tremendous victory

I stand by my view that on face value Trump reaffirmed that agreement, got a BIGGER NATO footprint there, which gives Putin the finger, and paved the way for possible “protection’ money for the US….

No, what he did was do tremendous damage to NATO and our relationship with our allies, for absolutely no reason whatsoever. He wanted to “buy” Greenland for billions of dollars and would have done so if Denmark took our American taxpayer money. I am sure he also even considered invading it. People around him, and polls, and the stock market, got him to back down, at least this time, but it was all so pointless. Putin is smiling.
He made a demand. In the end, which I think was predictable, he did not get what he wanted, but will declare victory.
As I understand it, the U.S. base that’s in Greenland now is the last of more than a dozen that have been there — presumably under that 1951 agreement (as later modified). In other words, if Trump wants more bases than now and possibly a Golden Dome against over-the-Pole missiles, little would have stopped him last year. In fact (unlike now) Denmark (although not necessarily every Greenlander) would probably have been glad to help.
The big winner was Russia, because of the strain on the North Atlantic Alliance

This whole thing is a humiliation for Trump. He was forced into a face saving measure. Putin was never going to invade Greenland, despite what Trump was claiming. Putin is happy though because there is now a bigger drift between America and the rest of the world.
The U.S. will have in Greenland. assuming Trump does not somehow mess this up, exactly what it would have had weeks ago, or months ago, or years ago, with zero controversy. Nothing more. Putin was definitely laughing about this whole Greenland thing. The only thing he would have liked more is if the US took it over by force and occupied it. He relates to that.
