The families of two Trinidadian men killed in U.S. airstrikes have sued the United States for wrongful death and for carrying out extrajudicial killings.
Chad Joseph, 26, and Rishi Samaroo, 41, were among six killed on Oct. 14, 2025, when their boat was struck by a U.S. missile as part of the Trump administration’s attacks on alleged drug-smuggling vessels in the Caribbean Sea and Pacific Ocean. The strikes, which began in September, have killed more than 100 people and quickly divided Congress, with Democratic lawmakers accusing the administration of war crimes and Republicans defending the White House’s actions.
The case is the first to be filed in federal court against the Trump administration over the strikes. Joseph’s mother, Lenore Burnley, and Samaroo’s sister, Sallycar Korasingh, are the plaintiffs in the lawsuit filed Tuesday in Massachusetts. They are being represented by the American Civil Liberties Union, the Center for Constitutional Rights, Jonathan Hafetz of Seton Hall Law School and the ACLU of Massachusetts.
“We know this lawsuit won’t bring Chad back to us, but we’re trusting God to carry us through this, and we hope that speaking out will help get us some truth and closure,” Burnley said in a statement.
The lawsuit cites the Death on the High Seas Act, which allows family members to sue for wrongful deaths occurring in international waters, and the Alien Tort Statute, which allows foreign citizens to sue in U.S. federal courts for violations of well-recognized human rights norms….
