A federal judge ruled Wednesday that the Trump administration likely violated both her orders and Congress’ directives by proceeding with mass government layoffs.
The law that ended the recent government shutdown included provisions to reverse the terminations of some 4,000 workers and halt any further layoffs — a significant win for Democrats. But the administration apparently broke the bipartisan agreement and the law, which was signed by President Donald Trump in November, California-based U.S. District Judge Susan Illston heldWednesday.

The judge pointed out that the Office of Management and Budget and the Office of Personnel Management issued memos to agencies “saying you don’t have to worry if you issued RIFs prior to the shutdown,” despite her orders and the funding legislation prohibiting any actions to further those processes.
The administration’s “actions are contrary to the continuing resolution,” Illston wrote in the Wednesday night order. “Defendants must do what the continuing resolution says.”
Lawyers representing the federal employee unions challenging the RIFs told Illston that the Trump administration proceeded with terminations and related actions that violated her orders at the Department of Education, State Department, the Small Business Administration and the General Services Administration. The moves affected upwards of 450 employees, including more than 200 employees in the Education Department’s Office of Civil Rights, according to the plaintiff unions and Illston’s ruling.
“They want their jobs back,” said Danielle Leonard, an attorney who represents the unions….
