The talks with Ukrainians on Sunday were the most positive so far, Rubio said, but he declined to describe more details, citing the ongoing nature of negotiations. “This is a living, breathing document. Every day, with input, it changes,” he said.
The top U.S. diplomat also de-emphasized the Thanksgiving deadline, suggesting more negotiations could be ahead. More talks are planned for this week, but details have not been released.
“The deadline is that we want to get this down as soon as possible,” Rubio said. “We’d love it to be Thursday. The important point today is that we have made substantial progress.”…

European officials, including those from France and Germany, have been working on a counterproposal, according to a document obtained by The Washington Post, which would begin territorial negotiations at the front line — not beyond it — and give Ukraine “robust, legally binding security guarantees, including from the U.S.”
Rubio said he met with national security advisers of key European partners in Geneva, adding that they would have heard the “incredible amount of positivity from both the Ukrainian and American side about the progress we’ve made today.”…

A group of senators told reporters at a security conference in Canada on Saturday night that they had spoken with Rubio by phone and learned that the 28-point plan was not, in fact, spearheaded by the United States. Sen. Angus King (I-Maine) said that according to Rubio, the plan “is not the administration’s position. It is essentially the wish list of the Russians.”….

A Russian drone strike on the major Ukrainian city of Kharkiv killed four people and wounded 17 on Sunday, its mayor said. “At this moment, 17 people are known to have been wounded. Four people have died,” Igor Terekhov said, reporting the evening strike in a message on Telegram. The attack came as US, Ukrainian and European officials were in Geneva to discuss a proposal to end the nearly four-year-old war in Ukraine.

Oleg Synegubov, head of the Kharkiv regional military administration, described the attack as “massive”. The emergency services said the drone strike on two districts of Kharkiv had caused fires and the destruction of buildings. “Three residential buildings and an infrastructure facility were on fire,” it said.

The White House said talks in Switzerland on a proposal to end the Ukraine war marked a “significant step forward”, and reaffirmed that any eventual deal would “fully uphold” the war-wracked country’s sovereignty. A joint US-Ukraine statement released by Washington after the meeting in Geneva said: “As a result of the discussions, the parties drafted an updated and refined peace framework.”

Europeans have submitted a modified version of the US’s peace plan for Ukraine that pushes back on proposed limits to Kyiv’s armed forces and territorial concessions, according to a document seen by Reuters on Sunday. The document, prepared for talks on the plan in Geneva, proposes that Ukraine’s military be capped at 800,000 “in peacetime” rather than a blanket cap of 600,000 proposed by the US plan.

Ukrainian president Volodymyr Zelenskyy has sought to win back Donald Trump’s favour after the US leader blasted at Kyiv. The US president, who is known for blowing hot and cold on Ukraine, earlier said on his Truth Social platform that Ukraine’s leadership “EXPRESSED ZERO GRATITUDE FOR OUR EFFORTS”, referring to his plan to end the conflict, which adhered to some of Moscow’s demands. A few hours later, Zelenskyy wrote on X: “Ukraine is grateful to the United States, to every American heart, and personally to President Trump for the assistance that – starting with the Javelins – has been saving Ukrainian lives.”….
The intent followed two objectives. First, maximalist wishlist of the Russian should be engraved cognitively in media sphere for everyone before any pushback occurred. Two, it should test the US government how it would react to the backlash which will inevitably follow.
Rubio unaware of the contents of the talks was then confronted by a bipartisan group of US Senators and gave them his answer, which at this moment was truthful.
The senators then went public quoting Rubio: “It is not our recommendation, it is not our peace plan.”
At this point the US officials in the Trump administration must have started to realize that something is going wrong. As intended the leak totally blind-sided them. They completely lost control of the situation, but grudgingly decided to go along with it.
Rubio was then compelled to go public and claim that it was indeed the plan, while watering down that it yet just the Russian side, with some previous input from Ukrainian side.
This whole episode reveals that the current US negotiating team is completely out of its depth and that people involved in this „negotiations“ are absolute amateurs to say the least.

Witkoff’s close coordination with Dmitriev points to a deeper internal struggle in Washington.
According to a source familiar with the power dynamics, Witkoff is running a broader operation with Dmitriev, trying to sideline the pro-Ukraine voices in the Trumpadministration.
One of the people responsible for communications for the White House is seen as “one of Witkoff’s people,” feeding media talking points favorable to Witkoff and his Russia-friendly approach, a source familiar with the matter said.
The White House right now is a mess of competing factions, each trying to present their version of events as the official administration line, the source told the Kyiv Independent.
White House Press Secretary Karoline Leavitt said on Nov. 21 that Secretary of State Marco Rubio and Witkoff have been developing the peace plan together during the past month.
She said both have been “engaged with both sides” and that the president backs the effort. But a source familiar with the matter told the Kyiv Independent that Rubio — who once openly called Putin a “war criminal” — had no involvement in crafting the new plan.
According to a high-ranking U.S. official who spoke on conditions of anonymity, the current plan is supported by U.S. Vice President JD Vance, while other top U.S. officials were cut out of the negotiations process….
