Speaker Mike Johnson (R-La.) is looking at a plan B to fund the government ahead of Friday’s shutdown deadline as Republicans inside and outside the Capitol, including President-elect Trump and his allies, slam his spending package.
The back-up option Johnson is examining is a “clean” continuing resolution, two sources familiar with the matter told The Hill. That would entail dropping the additional provisions that were included in the initial 1,500-page spending package negotiated by congressional leaders, including disaster aid and economic assistance for farmers.
Late in the afternoon, Trump and Vice President-elect Vance waded into the fray, slamming the bipartisan bill negotiated by Johnson and calling for a “streamlined” spending stopgap combined with an increase in the debt ceiling…..
President-elect Trump and Vice President-elect Vance on Wednesday called for Republicans to approve a clean stopgap funding bill paired with a hike to the debt ceiling, saying the previous government-funding measure negotiated by Speaker Mike Johnson (R-La.) should be torpedoed.
In a lengthy statement issued amid growing opposition to the Johnson bill from Trump allies and House Republicans, Vance and Trump said lawmakers should pass a “streamlined spending bill that doesn’t give Chuck Schumer and the Democrats everything they want.”….

End-of-year spending bills often become magnets for unrelated measures, fueled by last-minute spasms of deal-cutting by lawmakers who recognize it could be their last chance to get something done. That was even more true this year with Democrats bracing for a Republican governing trifecta come January, and Speaker Mike Johnson arriving at the negotiating table sapped of leverage because a large group of his members refuses to vote for any spending measure.

Two of the top Democratic appropriators, Senator Patty Murray of Washington and Representative Rosa DeLauro of Connecticut, have worked to shoehorn additional money for child care and early education programs into virtually every major spending bill that Congress considers.
Tucked into this legislation is $250 million in emergency spending to increase access to child care for working families and another $250 million for renovations to child care facilities damaged by natural disasters and temporary child care services in affected areas.
Other measures include:

Allowing E15 ethanol — gasoline blended with 15 percent corn-based ethanol — to be sold year-round.

Criminalizing the publication of “nonconsensual intimate visual depictions,” including deepfake pornography, and requiring social media platforms to have procedures in place to remove the content after being notified by a victim.

Imposing new restrictions on pharmacy benefit managers, the companies hired by employers and government programs like Medicare to negotiate drug prices and oversee prescriptions. The measures would discourage those companies from steering patients toward more expensive drugs.

Throwing out a requirement that lawmakers buy health coverage on an insurance exchange established by the Affordable Care Act and allowing them to get coverage from the traditional federal employee benefits plan.

As GOP members streamed into Johnson’s office to pick up gifts and stop by an ironically timed Christmas party, they didn’t voice enthusiasm for Trump’s demands. Recent debt limit negotiations have taken months and take up a lot of oxygen on Capitol Hill. Clearing it in days is a tall order, especially with lawmakers eager to leave town for the holidays.
Rep. Mike Rogers (R-Ala.) answered “no” to questions about both if he’s interested in launching debt limit talks at this point and if he thinks linking debt limit to spending is possible before the deadline.
“You’d love to have [a comprehensive spending deal] with the debt ceiling and then be done with it,” said Rep. Kevin Hern (R-Okla.). “That’s not going to happen. There aren’t votes for that. But, you know, if you have a CR with the debt limit, at least, you get part of the problem done.”
Asked if it was realistic to try to add a debt ceiling increase to the spending bill, Hern responded: “Every time you change something, it’s a challenge.”
Trump upped the ante by threatening primary challenges against Republican lawmakers who back a stopgap spending bill that does not also raise the debt limit and warning them to force a vote on “the mess of the Debt Limit” during his administration….
