Adam Gray (D) defeated Rep. John Duarte (R-CA), marking the third California Republican incumbent to fall this cycle, the Turlock Journal reports.
Duarte’s loss means Republicans won 220 seats and Democrats won 215 this November.
However, with the expected three GOP departures next year, House Republicans will only enjoy a 217-215 advantage for the opening months of the 119th Congress.
That’s a one seat majority since tie votes in the House fail.

Legislation can originate in the House *or* Senate, unless you are speaking just of revenue legislation, which you do not seem to be. That has to originate in the House. Only the Senate votes on executive and judicial nominations.
Both chambers though write legislation and then “adjust” and vote. Legislation has to pass both Houses of Congress.
