The Israeli military said on Monday that it had carried out strikes in Gaza and Lebanon, as the heads of the American and Israeli spy agencies met in Qatar for preliminary talks aimed at reviving negotiations for a cease-fire in Gaza and the release of hostages held there.
The office of Israel’s prime minister, Benjamin Netanyahu, said Monday evening that David Barnea, the chief of Mossad, had returned from Doha, Qatar, where he met with William J. Burns, his American counterpart, the C.I.A. director and lead negotiator for the Biden administration, and Mohammed bin Abdulrahman Al Thani, the prime minister of Qatar.
They discussed a “new and unified framework” for a cease-fire deal between Israel and Hamas, Mr. Netanyahu’s office said in a statement. It was unclear what if any progress had been made.
In statements issued before the weekend, Mr. Netanyahu’s office said that the meeting aimed to advance several initiatives on ending the conflict. Those included one promoted by Egypt, which along with Qatar has acted as an intermediary between Israel and Hamas, the militant group behind the Oct. 7 attack on Israel last year that set off the war. Dozens of people abducted in that attackremain in captivity, according to the Israeli authorities.
Egypt’s proposal calls for an initial 48-hour truce during which militant groups in Gaza would release four hostages in exchange for Palestinians imprisoned by Israel, President Abdel Fattah el-Sisi of Egypt said on Sunday. The proposal came as American-led negotiations over a longe pause in the fighting remained stalled despite months of intermittent talks.
Analysts have said that Mr. Netanyahu’s government might be seeking to leverage its recent military gains, including the recent killing of the Hamas leader Yahya Sinwar and Israel’s direct attack on Iran on Saturday, on the diplomatic front. But Hamas, which was not participating in the talks in Qatar, has signaled no softening of its demands since Mr. Sinwar was killed.
The group has insisted that any cease-fire deal include the Israeli military’s withdrawal from Gaza and a permanent end to the war. Taher Al Nunu, a senior Hamas official, told The New York Times last week that there had been “no change whatsoever” in the group’s stance.

Israel’s strike on Iran: The United Nations Security Council was expected to convene an emergency meeting on Monday to discuss Israel’s attack on Iran on Saturday. Iran’s leaders appeared to strike a measured tone after the attack, saying their country had a right to respond but stopping short of explicitly calling for retaliation. Mr. Netanyahu said the strike — retaliation for an earlier Iranian missile barrage — had achieved its objectives.

Hospital raid: The Israeli military said on Monday that its forces had withdrawn from Kamal Adwan Hospital, one of the last functioning hospitals in northern Gaza, after a three-day raid during which Palestinian health officials said nearly all of the medical workers at the complex were detained and two children died. An Israeli military official said that troops had detained nearly 100 people who they said were suspected of being militants.

Polio immunizations: It has not been possible to administer the final dose of polio vaccinations for children in northern Gaza because of Israel’s renewed military campaign in the area, according to Juliette Touma, a spokeswoman for UNRWA, the U.N. agency for Palestinian refugees. Up to 120,000 children have been left vulnerable to the disease, she said.

Strikes in Gaza: The Israeli military said early Monday that it was conducting raids in central and southern Gaza. The Palestinian Civil Defense said on Sunday that dozens of people had been killed and wounded in Israeli strikes in the town of Beit Lahia in northern Gaza over the weekend.

Southern Lebanon: The Israeli military said it was targeting Hezbollah positions, and that the group had launched around 90 rockets or missiles into Israel on Sunday. The Lebanese health ministry said an Israeli strike in the coastal city of Sidon had killed eight people and wounded 25 others….

Hezbollah’s military forces have been badly damaged and disrupted by Israeli military action.

Senior Israeli officials stated that Israel’s retaliatory strikes on Iran on October 25 “severely damaged” Iran’s air defense capabilities, which would make Iran more vulnerable to future attacks.
