VPs have to be subservient to an extent, but as VP, he was still very often on the Sunday shows and gave many. many speeches. Nobody ever said, “Oh, Biden is too shy.” It was the exactly opposite.
People should read the book “What It Takes” by Richard Ben Cramer. It is a very large book that focuses on several candidates who ran for President in 1988, including Biden.
