Giuliani had his political ups and downs as Mayor, but he was reelected, as a Republican, in a landslide. after his first term, and for the most part was seen as a successful Mayor over eight years.
When the next election for Mayor came around, shortly after 9/11, Giuliani was the most popular man in America, at that time. Public polls had his job approval within NYC in the 80s. Had he sought an office, he could have been elected to virtually any one of them in America, at that time. He remained an extremely popular and esteemed political leader for several years after leaving office. Bloomberg was elected Mayor of NYC in 2001 on his coattails, after being seen as having little chance of winning as a Republican before 9/11.
Now, shortly after 9/11, Giuliani mused publicly that he would be willing to see the November 2001 election delayed and that he could stay on as Mayor for a few extra months to help the city transition after such a crisis. Even one of the Democrats running for Mayor said he would be fine with that. Giuliani never even said he wanted to be elected to another four year term in 2001. At the time, term limits were in place.
That was a truly horrible, terrible, undemocratic idea. We do not postpone elections in the U.S. It did not happen during the Civil War and it should not have happened after 9/11. Most people, including ardent fans of Giuliani, thought it was a bad idea for that reason, so it never went far, but the fact of the matter is that Giuliani left the Mayorship as a revered figure, both in NYC and beyond.. at that time.
Many years have now passed since 2001 although the memories surely remain for anyone old enough at the time. Giuliani has since proven himself to be a contemptible and vile person. Perhaps he always was. Perhaps something changed in him after he left office. Perhaps there was some combination. It is a sad situation all around, and his legacy is permanently tarnished, to say the least, because of Donald Trump.
Nonetheless, it is an irrefutable fact that on the last day he ever served in public office, Rudy Giuliani was an incredibly popular figure.

I agree with Jack, Rudy is a disgusting drunk, who also happens to be a racist. Who could every forget he informed his wife he was divorcing her on television. Such a gem of a guy.
Before those twin towers came down he was extremely unpopular. How quickly some people forget that he was driven out of the Senate race by Hillary Clinton the previous year. Clearly she would have kicked his ass so he came up with the cancer scare excuse.
But I digress, it appears that our Republican friend Corey Gross thinks that popularity and winning office is everything. Even when the person who wins that office is someone who was central to the plot to overthrow our elected government.
The Republican Party, led in part by Rudy, attempted to, through conspiracy and by force, overthrow the President of the United States. No peaceful transfer of power for them. Nope they spread their own shit on the wall of the Capitol building as they attempted to locate and kill Mike Pence (ah, Republicans). But, hey, the main leader of that conspiracy was once a very popular leader of a major City in the United States. So?
Who could ever forget Rudy’s Four Season Landscaping press conference where he lied his ass off, or when he accused some sweet old black ladies of being drug addicts. Was that the day his hair dye was running down his face?
Unfortunately some of the things Rudy says are still very popular with the Republican Party — like the lie that the election was stolen and Joe Biden isn’t the legitimate President. That lie is still very popular with the Republican Party faithful.
The Republican Party is a racist cult that will nominate Donald Trump for President. If I was a member of the Party I would be more concerned about popularity and the good old day too.
