It is widely known among GOP lawmakers that Rep. Kevin McCarthy (R-Calif.) will not secure the necessary 218 Republican votes on the first ballot, said Rep. Steve Womack (R-Ark.). None of the lawmakers who oppose McCarthy have indicated that they are planning to vote differently.
“I don’t feel that either side is yielding at all, which means we’re gonna go to the floor,” Womack told The Post Tuesday. “And I expect there to be a brokered conference and that we will fail to elect the speaker on the first ballot.”
“I think that is the prevailing wisdom in the room,” Womack added after a closed-door GOP conference session. “And we will have to see how it moves from there.”
The veteran lawmaker suggested that the process has become so emotionally charged with threats and name-calling that he’s uncertain that terms could be reached that could actually get enough Republicans on the same page quickly.
“It’s frankly disturbing to me as a member of Congress that we have this division,” Womack said. “And it will be up to us to fix it.”
“We have to get our act together or else we’ll face plant in the early part of the Congress, and my fear is that it will frame some of the 2024 election issues,” he added….

A small number of anti-McCarthy R’s voting present/abstaining (instead of voting for someone by name) will help him by lowering the threshold to win, since they don’t count as official votes. But if all 212 Dems vote Jeffries and 11+ R’s vote present/abstain, then Jeffries wins.
