Russian troops appear poised for a complete withdrawal from the strategic southern Ukrainian city of Kherson, Western officials said. Russian President Vladimir Putin on Friday urged Kherson residents to evacuate, and a Russian-installed official there said Moscow would “likely” pull its troops back — even as some Ukrainian officials warned that Russian troops could be setting up a trap by signaling a retreat — and announced later Friday that a 24-hour-curfew would be imposed in Kherson city.
Here’s the latest on the war and its impact across the world.
- Russia’s military command has withdrawn to the eastern bank of the Dnieper River, “leaving demoralized and leaderless men to face the Ukrainian assaults,” Western officials told reporters on the condition of anonymity because of the sensitivity of the subject. Western intelligence assessments are reasonably confident that the Russians do intend to withdraw, the official said, adding, “I think that in their judgment they’ve decided Kherson city isn’t worth fighting for and that natural defensive barrier of the river is extremely valuable to them.”
- A Russian-installed official in Kherson said any military retreat would be a “big blow” and urged the remaining civilians to evacuate. Regional administrator Kirill Stremousov said Moscow would “likely” pull its troops from the west bank of the Dnieper River to the eastern bank — even as Ukrainian officials warned that Russia could be setting up a trap to lure Ukrainian troops into the city.
- Defense Secretary Lloyd Austin said Ukrainian troops “certainly” had the capability to retake Kherson. “We have seen them engage in a very methodical but effective effort to take back their sovereign territory,” he told reporters. “I think you’ll see them continue to press.”
- China’s Xi Jinping urged nations to “oppose the use or threat of use of nuclear weapons,” as he met withGerman Chancellor Olaf Scholz in Beijing on Friday. The comments were the most direct yet from Xi and were seen as a message to his ally Putin. Scholz urged China to use its “influence” over Russia and said Xi and he had “agreed that threatening nuclear attacks is irresponsible and dangerous.” Xi also called the current international situation “complex and volatile,” and he urged all parties “to exercise rationality and restraint” and to facilitate peace talks…

- The United States is paying for the refurbishment of 45 T-72 tanks for Ukraine, the Pentagon announced Friday — the first time that Washington has answered pleas from Kyiv to provide such weapons for use on the front lines. The tanks, which are Soviet-origin in their design, are part of the defense stocks of the Czech Republic. The Netherlands is paying for an additional 45 tanks to be refurbished and sent to Ukraine. The tanks are part of a new $400 million military-aid package that includes drones, air defense missiles, riverine boats and funding to refurbish M1117 armored vehicles.
- The Pentagon on Friday also announced that it has newly designated a group to handle security assistance for Ukraine out of Europe, a move that officials say will better streamline the program over the long term. The Security Assistance Group: Ukraine — or SAG-U, as the Pentagon has called it — will be based in Wiesbaden, Germany, and is effectively a continuation of work that the military has been doing to get military and other supplies to Ukrainian fighters.
- Zelensky said there was “irrefutable evidence that no one in Ukraine has created or is creating any ‘dirty bombs,’ ” after officials from the International Atomic Energy Agency (IAEA) inspected three sites at Kyiv’s request. Russia has regularly claimed, without evidence, that Ukraine is preparing a “dirty bomb.” However, IAEA Director General Rafael Grossi said in a statement Thursday that the watchdog “did not find any indications of undeclared nuclear activities and materials” after its personnel “were given unfettered access to the locations.”
- Putin suggested Friday that Russia exceeded its original mobilization quota of 300,000 reservists called to fight in Ukraine. “There are 300,000 mobilized men. We have 318,000 of them. Why 318,000? Because there are volunteers,” Putin said in remarks on Russia’s National Unity Day. But the Russian leader also signed a new law allowing authorities to mobilize citizens with unsealed criminal records, including for serious crimes.
- More than 100 Russian service members were released after negotiations with the Ukrainian government, Russia’s Defense Ministry said Thursday. The men will be flown to Moscow for treatment, the ministry added. Meanwhile, Zelensky confirmed 107 Ukrainians were freed from Russian captivity, among them six officers and 101 sergeants and privates. “Many of them were wounded, and very seriously,” he noted, thanking teams who facilitated the exchange….
