- “A training is being conducted to deliver a massive nuclear strike in response to an enemy nuclear strike,” Defense Minister Sergei Shoigu said as the drills got underway Wednesday. Video showed Putin observing the drills via video. According to Russia’s state-run RIA Novosti news agency, the exercises included the launch of an intercontinental ballistic missile and air-launched cruise missiles.
- Moscow notified the United States of its planned nuclear drills, Brig. Gen. Pat Ryder, a Pentagon spokesman, told reporters Tuesday. “In this regard, Russia is complying with its arms control obligations,” he said. President Biden said Russia “would be making an incredibly serious mistake if it were to use a tactical nuclear weapon.”

Biden said the U.S. is “in constant contact with Russian authorities to get Brittney and others out.” Griner was accused of entering the country with vape cartridges containing cannabis oil, which is illegal in Russia but which her lawyers say was prescribed to her.
- Ukrainian citizens residing abroad should not return home for the winter, one of the country’s deputy prime ministers said, citing the need to save energy from power facilities recently crippled by Russian strikes. “We need to survive the winter, but unfortunately, the networks will not survive,” Iryna Vereshchuk said on Ukrainian TV on Tuesday, according to the Associated Press.
- A missile strike on a gas station in Dnipro killed two people, including a pregnant woman, Ukrainian President Volodymyr Zelensky said Tuesday on Telegram. He blamed the strike on Russian forces. “We fight terrorists every day. Those who kill civilians, bomb cities, destroy the lives and destinies of Ukrainians,” he said.
