President Biden on Friday said the United States would join the European Union and other allies in stripping Russia of normal trade relations, raising the stakes in the international effort to punish and isolate President Vladimir V. Putin of Russia for his invasion of Ukraine.
The move, along with other steps to intensify Russia’s economic pain, would be taken in concert with the Group of 7 countries. It would raise tariffs on Russian goods and deny Russia the ability to borrow from institutions like the International Monetary Fund and the World Bank.
Mr. Biden also said he would sign an executive order on Friday that would deny Russia more than $1 billion in revenues by banning its exports, including seafood, vodka and nonindustrial diamonds. The aim, Mr. Biden said, was to “squeeze” Mr. Putin. “Putin must pay the price,” he said, calling him an “aggressor.”
The president’s announcement came as Russian missiles and airstrikes hit locations on Friday far from the front lines and continued to pummel cities already devastated by fighting. The Ukrainian military said it was holding back offensives “in all directions.”
The war has caused what the United Nations says is the fastest growing refugee crisis since World War II. Hundreds of thousands of people are stranded in besieged cities as food runs low, clean water supplies dry up and access to medical care becomes scarce.

The United Nations said on Friday that 564 civilians had been killed and another 982 people had been injured by Russian forces so far in the war in Ukraine, while also acknowledging that the full casualty toll was most likely much higher. A U.N. official said there were credible accounts of Russians attacking civilian targets with cluster bombs.

Missile strikes were reported overnight in places far from the Russians’ main advance: Dnipro, a key city on Dnieper River that the Russians would have to seize to lay claim to the eastern half of the country; Lutsk, in the northwest; and Ivano-Frankovsk in the southwest.

The primary target for Russia remains the capital, Kyiv. Satellite imagery of a miles-long convoy north of the city suggests that Russia is repositioning its forces for a renewed assault there.

The International Atomic Energy Agency has warned of what it calls “deteriorating and exhausting conditions” for staff at the defunct Chernobyl nuclear power plant in northern Ukraine. Russian troops have occupied the facility, north of Kyiv and near the border with Belarus, since the early days of the invasion last month.
