He ripped paper into quarters with two big, clean strokes — or occasionally more vigorously, into smaller scraps.
He left the detritus on his desk in the Oval Office, in the trash can of his private West Wing study and on the floor aboard Air Force One, among many other places.
And he did it all in violation of the Presidential Records Act, despite being urged by at least two chiefs of staff and the White House counsel to follow the law on preserving documents.
“It is absolutely a violation of the act,” said Courtney Chartier, president of the Society of American Archivists. “There is no ignorance of these laws. There are White House manuals about the maintenance of these records.”…

The ripping was so relentless that Trump’s team implemented protocols to try to ensure that he was abiding by the Presidential Records Act. Typically, aides from either the Office of the Staff Secretary or the Oval Office Operations team would come in behind Trump to retrieve the piles of torn paper he left in his wake, according to one person familiar with the routine. Then, staffers from the White House Office of Records Management were generally responsible for jigsawing the documents back together, using clear tape….

“It is against the law, but the problem is that the Presidential Records Act, as written, does not have any real enforcement mechanism,” said James Grossman, executive director of the American Historical Association. “It’s that sort of thing where there’s a law, but who has the authority to enforce the law, and the existing law is toothless.”

The National Archives and Records Administration discovered what it believed was classified information in documents Donald J. Trump had taken with him from the White House as he left office, according to a person briefed on the matter.
The discovery, which occurred after Mr. Trump returned 15 boxes of documents to the government last month, prompted the National Archives to reach out to the Justice Department for guidance, the person said. The department told the National Archives to have its inspector general examine the matter, the person said.
It is unclear what the inspector general has done since then, in particular, whether the inspector general has referred the matter to the Justice Department…

Investigators Find Gaps in Records of Trump’s Calls
“The House committee investigating the Jan. 6 attack on the Capitol has discovered gaps in official White House telephone logs from the day of the riot, finding few records of calls by President Donald Trump from critical hours when investigators know that he was making them,” the New York Times reports.
“Investigators have not uncovered evidence that any official records were tampered with or deleted, and it is well known that Mr. Trump used his personal cellphone, and those of his aides, routinely to talk with aides, congressional allies and outside confidants.”
“But the sparse call records are the latest major obstacle to the panel’s central mission: recreating what Mr. Trump was doing behind closed doors during crucial moments of the assault on Congress by a mob of his supporters.”

White House staffers regularly found ripped-up printed paper clogging a toilet in the presidential residence when former President Trump lived there, according to an upcoming book from New York Times White House correspondent Maggie Haberman.
Axios reports that Haberman’s new book, “Confidence Man,” notes that White House staffers regularly found printed paper clogging a toilet in the president’s residence, leading them to conclude that Trump had flushed pieces of paper down the toilet.
Appearing on CNN’s “New Day” on Thursday, Haberman said that she “learned that staff in the White House residence would periodically find the toilet clogged.”…

And then there’s this anecdote from Omarosa Manigault Newman’s book, which is in the conversation for weirdest rumor I’ve ever heard about Trump. Here’s the Post’s write-up from August 2018:
In early 2017, Manigault Newman says, she walked Michael Cohen, then Trump’s personal attorney, into the Oval Office for a meeting with Trump — and allegedly saw the president chewing up a piece of paper while Cohen was leaving the office. Another White House official confirmed that Manigault Newman brought Cohen into the White House and was later rebuked for it. The two remain in contact, according to people familiar with the relationship.
“I saw him put a note in his mouth,” she writes in her book. “Since Trump was ever the germaphobe, I was shocked he appeared to be chewing and swallowing the paper. It must have been something very, very sensitive.”
There is no proof that he chewed on paper, and several White House aides laughed at the assertion and said it was not true.
Omarosa is indeed the definition of an unreliable source. But this is Trump we’re talking about, and we’ve already established that his paper habits are bizarre. So … who knows?….
