On the contrary the other so called “hopefuls” are pretty much checkmated as to doing much more than showing their faces here and there until Trump makes an announcement of his intention.Very few Republicans of any stature are going to make any commitment,personal or financial , until they know what Trump is going to do.
Meanwhile ,Trump keeps playing with the would be candidates,refusing to talk with Nikki Haley, sending His stooge Roger Stone to threaten to run against Ron DeSantis, blasting Chris Christie, ignoring Mike Pence etc.

We are in new territory here with Trump.
In our lifetime there have been only two other one term Presidents,Jimmy Carter and George H Bush, and both retreated from the political world after their bids for re-election were rejected., the usual role of ex Presidents.
There have been a few exceptions of former Presidents trying to reclaim past glory,but,except for Grover Cleveland ,they have been unsuccessful.
Despite the modern view of Herbert Hoover as a failure as President and despite his defeat at the hands of FDR in 1932,there was support among Republicans to make Hoover the nominee in 1936 but it didn’t work out and the party turned to Alf Landon.
Teddy Roosevelt left the presidency to his friend William Howard Taft in 1908.Disgruntled at Tafts non progressive attitudes,TR tried to displace him as the Republican nominee in 1912.Rejected by the convention ,he led an unsuccessful third party movement.
Ulysses Grant tried to make a comeback in 1880 and ,while a leading candidate, the convention turned to a little known Congressman,James A Garfield.
So ,except for the example of Cleveland ,former Presidents trying to reclaim the mantle hasn’t worked out too well.

I should note that Gerald Ford ,who was appointed VP and succeeded Nixon upon his resignation and was defeated by Carter in 1976 ,was mentioned as a possible candidate in 1980 but never took any steps toward actually running
