The Democrats are on their own with this as they have the ability to do this without having to get Republicans to come in with 60 votes for passage in the Senate….The House with Pelosi won’t be a problem….
All they need is a simple majority both chambers…

Because conservative US Senator’s will NOT vote for some of the stuff in the budget….
