The new restrictions, announced by Mr. Cuomo on Tuesday, are intended to combat worrisome outbreaks of the coronavirus in Brooklyn, Queens and New York City’s northern suburbs, including several areas with large Orthodox populations.
Mr. Cuomo seemed to be specifically targeting Orthodox synagogues that have become scenes of large gatherings of worshipers clustered together, with many not wearing face coverings. The governor has used photos of packed crowds of Orthodox Jews this week to make the case for imposing restrictions in certain areas.
The rules would shut down nonessential businesses and schools and impose tight restrictions on houses of worship, where attendance in the hardest-hit areas would be limited to 10 people. In other neighborhoods, attendance would be limited to 25 people….

The Roman Catholic Diocese of Brooklyn, which has 1.5 million followers and 210 churches in Brooklyn and Queens, said it was taken by surprise by the governor’s announcement. Bishop Nicholas DiMarzio of Brooklyn condemned the new rules as “outrageous” in a statement on Tuesday night.
“We fervently object to being told to further reduce capacity, because we have strictly adhered to Covid-19 protocols, and the safety measures have been working,” he said. “The safety of parishioners is paramount for the Diocese of Brooklyn, but the religious freedom of our parishioners is being unjustly attacked.”
“It is outrageous that after incurring great expense to implement all the safety protocols, our parishes are being forced to reduce capacity to a maximum of 10 people in the red zone and 25 people in the orange zone,” he added. “A capacity range of 10 to 25 people is disrespectful to Catholics and to the clergy who all have followed the rules.”…

Hundreds of members of the Borough Park Orthodox community took to the streets Tuesday night, defying orders to disperse and lighting a fire in protest of new state-mandated restrictions imposed on area synagogues, schools and non-essential businesses over a COVID-19 surge….

Gov. Cuomo brushed off heated backlash Wednesday that boiled over in Brooklyn’s heavily Orthodox Jewish neighborhoods over his new coronavirus restrictions on gatherings, businesses, schools and houses of worship.
The governor defended new measures, meant to stop clusters of new COVID-19 cases, and said the opposition is coming from those who have continuously flouted state mandates and mask orders….

Update…
The percentage of New Yorkers testing positive for the coronavirus dipped under 1% Saturday despite clusters of cases in communities that threaten the state’s progress in combating the pandemic, Gov. Andrew M. Cuomo said Sunday.
On Saturday, .96% of 118,000 tests for COVID-19 were positive, Cuomo said during a conference call with reporters. That’s down from 1.07% Friday.
But the positivity rate in communities in Brooklyn as well as Rockland and Orange counties remained at 5.7%.
Cuomo noted the areas seeing a resurgence of the virus have large ultra-Orthodox Jewish communities. He said religious gatherings in those areas are driving the infection rate upward….

I think one of the important health statistics here is the re-infection rate, i.e. how many others does the average positive case infect? When it drops below one, there is a finite limit to the increase in cases; otherwise it will increase indefinitely by some exponent, if ever so small or so great.
If one infected person infects two others, then they in turn will each infect two more, redoubling every time.
If the infection rate is 0.5, then it would mean only one new infection for every two positive cases, a total number that will halve progressively (or regressively) to less than a single human being.
In the case of New York, one would like to know what the reinfection rate is for the whole Empire State, for New York City, and for those hot-spot zip codes.

For the whole state it is below 1.0%….0.96%….
Within NYC’s ultra-Orthodox Jewish communities it’s @ 5.74% …
The NY rate is the second lowest in the country behind Maine….

The nationwide death rate HAS dropped Way Down from the peak in April….
It’s more than 75% LOWER….
