The move came after the administration filed a civil suit against Bolton on Tuesday, targeting the proceeds of the book and asking a court to order him to delay its scheduled June 23 release. Less than 24 hours later, the Wall Street Journal published an excerpt of the memoir, and lengthy accounts were published by other news organizations.
Wednesday’s move sought to formally enjoin Bolton from allowing his book to be published, a legal strategy experts said was unlikely to succeed, particularly given that the book has already been printed and shipped to warehouses and copies distributed to the media for review.
In a statement, Bolton’s publisher called the latest move by the Trump administration “a frivolous, politically motivated exercise in futility. Hundreds of thousands of copies of John Bolton’s ‘The Room Where It Happened’ have already been distributed around the country and the world. The injunction as requested by the government would accomplish nothing.’’
Still, the legal show of force could satisfy President Trump, who urged aides Wednesday to seek to block the publication of the book, despite warnings that his legal case would not be strong, according to people familiar with his remarks, who spoke on the condition of anonymity to describe private conversations.
Even if the legal maneuvering has failed to stop the book’s contents from reaching the public, experts said Tuesday’s lawsuit could still succeed in its central purpose — forcing Bolton to turn over proceeds from the book to the government.
Bolton also could face more serious consequences. The Justice Department is now investigating to see whether any laws regarding the handling of classified information were broken in the course of Bolton writing the book, according to people familiar with the matter.
A Justice Department spokeswoman declined to comment. Bolton has denied the book contains government secrets.
On Monday, Trump, speaking at an event with Attorney General William P. Barr, told reporters that Bolton could face “criminal problems” if his book is released.
“I will consider every conversation with me as president highly classified,” the president said….

Bolton Says Putin Plays Trump ‘Like a Fiddle’
President Trump’s former national security adviser John Bolton told ABC News that he thinks Russian President Vladimir Putin thinks he can play Trump “like a fiddle.”
Said Bolton: “I think Putin thinks he can play him like a fiddle. I think Putin is– smart, tough. He plays a bad hand extremely well. And I think, I think he sees that — he’s not faced with a serious adversary here.”
He added: “When you’re dealing with somebody like Putin, who has made his life understanding Russia’s strategic position in the world, against Donald Trump, who doesn’t enjoy reading about these issues or learning about them, it’s a very difficult position for America to be in.”

The New York Times published details from the former national security advisor’s book Wednesday afternoon, and other outlets soon followed. The revelations caused an immediate firestorm.
By Bolton’s account, Trump on one occasion asked if Finland is part of Russia. He was not aware that the United Kingdom possesses nuclear weapons. He was eager to see if an autographed copy of Elton John’s “Rocket Man” could be delivered to North Korean leader Kim Jong Un.
And he was so reckless that he needed to be looked after by former Secretary of State Rex Tillerson and former Secretary of Defense James Mattis, whom Bolton reportedly terms “the axis of adults.”
Bolton’s portrayal of the president as a fool may be a sharper dart, politically speaking, than serious allegations suggesting Trump committed other potentially impeachable acts, beyond his dealings with Ukraine….

A federal judge appeared skeptical on Friday about the Trump administration’s effort to block former national security adviser John Bolton from releasing his new tell-all memoir next week.
Judge Royce C. Lamberth said at a hearing that there seems to be little he could do to stop the book titled “The Room Where it Happened: A White House Memoir” from being made widely available at this point, with stores across the country set to put it on sale Tuesday.
“The horse, as we used to say in Texas, seems to be out of the barn,” Lamberth said. “It certainly looks difficult to me about what I can do about those books all over the country.”
But the judge, who was appointed to the federal district court in D.C. by former President Reagan, also suggested that Bolton may have violated his nondisclosure agreements with the government by moving forward with the book’s publication before receiving written approval from the National Security Council (NSC)….
