Trump, even as President, actually doesn’t have the power to directly order states to lift virus restrictions…
But?
He does have the power to punish state thru withholding money from the state the Federal courts have ruled…
Trump has it no secret that by the end of month he IS going to tell , at least some states, to cut back virus restrictions to get the economy back up…
Governor’s have said they need testing capacities to do so…
Trump really doesn’t care…
The president insisted several times on Monday that he has absolute authorityto make a decision on when states can reopen. But Trump did not offer a constitutional explanation for his claims and legal experts have disputed his assertion by saying the president does not have the authority to reverse state or local quarantine orders.
“The president of the United States has the authority to do what the president has the authority to do, which is very powerful,” Trump said at a White House briefing on Monday. “The president of the United States calls the shots.”
As the U.S. has grappled with the coronavirus, Trump has insisted that the federal government’s stockpile of critical supplies is merely a “back up” and asserted that states have the foremost responsibility to accumulate medical supplies to prepare for the virus.
Trump has also largely refrained from offering recommendations to states on implementing stay-at-home orders and other restrictions, though the president’s latest comments have signaled a shift in his thinking about the role of the federal government in states’ decisions.
Cuomo responded to the president’s remarks on Tuesday morning in several interviews, saying on NBC’s “Today” show, saying there would be a “problem” if Trump tried to reopen New York against the governor’s wishes.
“The president doesn’t have total authority. The Constitution is there, the 10th Amendment is there, number of cases over the years, it’s very clear. States have power by the 10th Amendment, and the president is just wrong on that point,” Cuomo said….

Democrats do and will continue to have to make compromises with Trump…
He IS the President and does have means to punish those who get to far in his bad spot…
Governor ‘s may have the last word on the virus limits…
But for the next 10 months, even if Biden was to beat Trump?
They have to deal with a President they HAVE…
And Trump isn’t about anything but HIMSELF….
And has NO Problem flexing his power to help those he wants to and screw the others and he don’t care about the average Joe/Jane….

Some Democrats say they fear that any criticism lobbed at the Trump administration could come with retribution that has real costs. The dilemma facing lawmakers also comes as the 2020 elections approach, when Trump will seek to oust Democrats from office and their job performance amid the crisis will be judged.
There’s perhaps no better example of someone facing this conflict than Doug Jones, an Alabama Democrat who has become the Senate GOP’s top target this November.
Jones is panning the White House’s approach to largely letting states secure their own medical gear. We’re “suffering from what I call the Lord of the Flies, or the Hunger Games — whatever the hell you want to call it — where we’re competing against other states and we’re competing against hospitals,” he said.
But Jones, who is eager to help his constituents, also emphasized that he is working to find common ground with the Trump administration and is “open to discussions with anybody.”
Meanwhile, vulnerable GOP incumbents like Sens. Cory Gardner of Colorado and Martha McSally of Arizona have seen Trump intervene on their behalf to get supplies to their states….
