He repeatedly questioned Mr. Obama’s citizenship as part of the false “birther” conspiracy. As president, Mr. Obama struck back at the White House Correspondents’ Association dinner in 2011, when he roasted the reality television star as a lightweight while Mr. Trump sat grim-faced….

President Trump slammed Joe Biden on Twitter, calling the Democratic presidential frontrunner as a “reclamation project.”
Said Trump: “Joe Biden is a reclamation project. Some things are just not salvageable. China and other countries that ripped us off for years are begging for him. He deserted our military, our law enforcement and our healthcare. Added more debt than all other Presidents combined.”

That will work with the Republican base–but tougher to get the Obama/Trump voters that were one of the factors swinging the election to DJT in 2016.
This tactic could also serve to energize urban minorities. The dropoff among that demographic in Milwaukee, Detroit and Philadelphia helped swing WI, MI, and PA to Republicans. Making Obama the boogeyman will help drive turnout against the GOP.
