They might not approve the money , instead use it for something more useful than stroking Trump’s ego using taxpayers money (Especially before the MidTerm elections, eh?)….
The Defense Department said Thursday that the Veterans Day military parade ordered up by President Donald Trump won’t happen in 2018.
Col. Rob Manning, a Pentagon spokesman, said the military and the White House “have now agreed to explore opportunities in 2019.”
The announcement came several hours after The Associated Press reported that the parade would cost about $92 million, according to U.S. officials citing preliminary estimates more than three times the price first suggested by the White House.
According to the officials, roughly $50 million would cover Pentagon costs for aircraft, equipment, personnel and other support for the November parade in Washington. The remainder would be borne by other agencies and largely involve security costs. The officials spoke on condition of anonymity to discuss early planning estimates that have not yet been finalized or released publicly.
Officials said the plans had not yet been approved by Defense Secretary Jim Mattis.
The parade’s cost has become a politically charged issue….

I don’t know how many people would have witnessed the parade, but let’s assume that 100,000 people came to see it. That would still be $920 per person! Of course the GOP solution would be to borrow it from the Chinese and have some future administration pay for it.

Not to mention all the costs of out-processing hundreds or thousands of loyal, diligent members of the armed services — many with arcane, hard-to-replace skills such as fluency in Dari, Uzbek, Quechua or Somali combined with medical expertise or technical proficiency — almost entirely because of their birth, citizenship or gender identity, not to mention the costs of recruiting and training any replacements.

He canceled because this was becoming a “dog” of an issue for the midterms.
He can now blame the DC Mayor for the cancellation and it will be a twofer, he can beat up on a woman and a black!
But Congress cannot deny funds for this parade if he orders it to be held next year. The Pentagon can easily find this money, this type of activity doesn’t require an appropriation.

I’d think the House can pass something saying the Pentagon can’t use any money for a parade….
I remember the House telling DEA they couldn’t spend money to enforce certain program’s…
But the exposure did the trick….
The word now is he’s going to France to watch THEIR military parade….

As you often say, “ain’t gonna happen.”
So no, Congress cannot stop him from staging his military love fest. $92 million is chump change for the Pentagon – they can find it easily.
He wants to take this off the table for November.

Office of Management and Budget director Mick Mulvaney said he believes President Donald Trump’s plans for a military parade were canceled for other reasons besides the cost of the event, but would not specify other “contributing factors.”
During an interview on “Fox News Sunday,“ Mulvaney said he was not in the room when the decision was made to cancel the parade, which he said he would have been had it been “purely for fiscal reasons.”….
