President Trump will unveil his administration’s plan to reorganize the federal governmentduring a Cabinet meeting this afternoon, including plans to merge the Departments of Education and Labor into a single agency and rename the Department of Health and Human Services to the Department of Health and Public Welfare.
Be smart: This massive proposed shakeup, titled “Delivering Government Solutions in the 21st Century: Reform Plan and Reorganization Recommendations,” will face significant opposition in Congress, as the reshuffling will make it easier to cut and revise several domestic agencies. Similar efforts in the past have failed due to pushback.

Even the slightest change in the responsibilities of Cabinet-level Departments faces massive opposition in Congress, which has a huge, complex web of committees and sub-committees, House, Senate and Joint, each geared towards specific agencies or departments. Those subcommittee chairs and ranking members naturally fight like tigers against any move that might weaken their power or disrupt decades-long relationships with their counterparts in the executive branch or regulatory agencies.
The last major reorganization of this type was the creation of the clumsy octopus called the Department of Homeland Security which took months to plan, and many more months to carry through. In all fairness, it should be noted that the GW Bush administration at first opposed this plan, which was pushed by the 9/11 Commission, 9/11 survivor groups and opposition Democrats critical of the Bush-Cheney Administration’s response to 9/11.
But I know this (or think I do) from second-hand reading and watching. Someone like Keith with experience in the Capital could tell us much more.
